NUOVA LAUDERDALE - A Response to Rising Sea Levels

COAST CITY / NUOVA LAUDERDALE - Coast Condition for Fort Lauderdale, Florida due to rising sea levels.  In less than 100 years the entire coast line of Fort Laudrdale, Florida will be about 2-3 meters under water.  As opposed to dealing with erosion and worrying about building up land for centuries to come, this solution has been provided to build upon the foundations of the existing coastline and create a city of the sea, both immersed into the water and relying on aquatic transportation and a light mono-rail system for circulation into and out of the city.  The dense urban center creates pedestrian friendly rooftop walkways, walkable distances, and open air quality that makes south Florida a desirable location.
OCEAN SIDE TOWERS - Both Sustainable and dynamic, these rotating towers are home to the majority of the population in the city.  They are multi-use, functioning as both permanent and temporary housing, as well as office space, and a retail area at ground level.  The floors cantilever out from the core and are independent of each other, therefore they can rotate freely, the gap between each floor serves as a wind tunnel generating energy.  The tower can orient itself dynamically to help shield itself from hurricane force winds, or to capture the natural radiance of South Florida. 
SITE PLAN - City Plan for Nuova Lauderdale.  Relying on Nautical transportation, the Coastal City, bordering Fort Lauderdale integrates itself with the vast reaches of the canal system, which is the largest in the U.S.  Creating a more sustainable environment by relying less on vehicular transportation and using pedestrian friendly walking distances and walkways the city has a linear mono-rail which connects from end to end allowing for clean, sustainable lightning fast transportation in and out of the city.
CONCEPTUAL DIAGRAM - When we look at a regular skyline, it's the bottom of the buildings that incorporate the majority of the massing.  Therefore all of the circulation and interaction with the buildings is at the ground level.  However if we flip a skyline and then think of the top of the buildings as the foundation we can raise the ground level.  By doing this we can help account for flooding.  This also creates an interesting phenomenon, where the central form of circulation has been lifted and can now interact with buildings at a more human scale at the ground level.
PEDESTRIAN WALKWAYS - The top of the ground-scraper like buildings function as the walkway and central circulation for pedestrians and residents.  The open air walkway creates for a safe, active corridor that protects the human from vehicular circulation and pollution.
